Baibhav “Bobo” Devkota is the Executive Director of the Border Enforcement and Management Systems Directorate (BEMSD) at U.S. Customs and Border Protection (CBP). He oversees a portfolio of approximately 155 customized applications, managing their development, deployment, and maintenance. His leadership focuses on fostering collaboration, innovation, and continuous improvement in technology to support CBP’s border security mission.
Mr. Devkota began his career with CBP in 2003 as a part of the Field Support Directorate’s (FSD) Deployment Team. Mr. Devkota has held various leadership roles within OIT, both at headquarters and in the field. He has served as a Regional Deployment Manager in Springfield, Virginia, an Area Manager in Southern California (2012), and a Regional Director of the National Capital Region (2018).
In 2019, Mr. Devkota served as Director of the Enterprise Operational Test and Evaluation Division, and then as Deputy Executive Director beginning in 2020. In September 2022, Mr. Devkota served as the Deputy Executive Director for OIT’s Passenger Systems Program Directorate (PSPD) before joining the Border Enforcement and Management Systems Directorate (BEMSD) in May 2023, where he serves as the acting Executive Director.
Mr. Devkota graduated from North Carolina State University with a Degree in Computer Science. He holds a Master’s Certificate in Project Management and is a graduate of CBP LI 1803.
