As the Chief Technical Officer of USSOCOM, the fourth largest enterprise in the Department of Defense, Dr. Taylor is responsible for guiding a vast portfolio of digital transformation programs that enhance the security, agility, and efficiency of the organization. He has developed and currently directs the enterprise hybrid/multi-cloud strategy, the zero-trust architecture, and the global enterprise data fabric framework that enable USSOCOM to conduct persistent, networked, and distributed operations against state and non-state actors.

With over 20 years of IT experience, including prior military service and senior roles at Microsoft, EMC, and GDIT, Dr. Taylor has a well-rounded perspective of the enterprise IT landscape and the challenges and opportunities it presents. He holds multiple industry certifications, such as CISSP, ITIL, and CPEM, as well as a doctoral degree in engineering management and a master’s degree in information systems technology. He is passionate about coaching and mentoring others, fostering a culture of innovation and collaboration, and advancing the mission and objectives of USSOCOM and the nation.
