Dr. Troy Bouffard

Assistant Professor of Arctic Security and Director

Dr. Troy Bouffard is an Assistant Professor of Arctic Security in the College of Business and Security Management (CBSM) at the University of Alaska Fairbanks and faculty since 2014. He is the designer and instructor for the Arctic Security graduate concentration and graduate certificate in the Masters of Security and Disaster Management program. He also serves as the chair of the graduate curriculum committee for CBSM, as well as various positions on several PhD committees.

As a defense contractor, Dr. Bouffard was the co-principal investigator and program manager of the USNORTHCOM / ALCOM Arctic Defense and Security Orientation (ADSO) program from 2013-2021, which was the primary educational program responsible for baselining DOD knowledge of the Arctic region through an operational framework.

He is also a Russian linguist (intermediate), published as well as cited in Russian outlets. Dr. Bouffard continues to contribute to Arctic Council EPPR working group projects.

His other efforts include contributions to the Arctic Report of the Munich Security Conference, the Arctic Security Working Group of the JTF-North of the Canadian Armed Forces, Arctic project and lead author of NATO Strategic Communications Centre of Excellence reports, various projects with the U.S. national labs, 11th Airborne Division (Arctic) developments, development of an Arctic role for Michigan (National Guard, Industry, and Research Institutes), and many, many other activities.
